Job Title: Director of Human Resources Reports to: Superintendent Terms and Conditions: This is a full-time, twelve-month position. Days and hours of work are Monday through Friday, 7:30-4:30. Effective 7/1/2018. Salary: $150,000.00 - $165,000.00.

Summary/Objective This position of Director of Human Resources is responsible for all aspects of administration, financial planning, directing, and supervising the activities of the Human Resources department. The position is also responsible for a variety of human resources programs including employment services, employee benefit administration, insurance, litigation, labor relations, employee safety, salary administration, training, and workers’ compensation. The Director of Human Resources serves as an internal consultant regarding Human Resource issues and is a district negotiator at the bargaining table.
This position must also provide innovative leadership in the areas of collective bargaining; employee benefits; personnel records management; recruitment, retention, evaluation, termination, and retirement of employees; and serve as District liaison to the Board of Education’s Policy/Human Resources Committee. The District seeks a candidate with strong human resources/personnel skills, knowledge, experience, and will accept applications from both educational and business/industry.
Essential Functions Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. 1. Oversee and direct all HR initiatives and projects. 2. Develop and implement practices and procedures with regard to staff roles, responsibilities and expectations. 3. Develop and maintain employee position descriptions, maintains them as up-to-date, and monitors adherence to contracts’ requirements. 4. Serve as liaison with legal counsel in regard to labor and employment issues, board policy, procedure development and implementation of the same. 5. Receive, analyze and respond to staff and administration requests for guidance and clarification of matters involving the employment and management of district faculty and staff. 6. Provide oversight for the process of identifying, posting, recruiting and hiring staff to fill known vacancies within the district team across all levels. 7. Serve as district leadership team member by actively participating in and contribute to leadership team meetings and initiatives. 8. Develop meeting agendas and review issues related to Human Resources for the Board of Education review. Attend and make presentations at Board of Education meetings as required. a. Develop bi-annual FTE report for the District Leadership Team (DLT) and Board of Education. b. Develop and presents annual reports to the Board Education related to certified and noncertified employee profiles, Probationary Faculty List, and seniority lists for all bargaining groups. 9. Provide oversight of compensation and benefits delivery for all staff. 10. Serve as lead co-negotiator for contract negotiations employee groups: Buildings and Grounds (B&G), Classified Personnel Association (CPA), Faculty Senate (FS), Food Service, and Safety and Support Team (SST). 11. Support labor relations for all represented employee groups. 12. Supervise the implementation and completion of employee evaluations for all staff. 13. Provide supervision to substitute teacher placement and manage employee attendance processes and procedures. 14. Develop and manage compensation and variable pay philosophies and programs. 15. Ensure successful and timely completion of all Human Resource related state reports. 16. Manage accurate and up to date teacher licensure and renewals. 17. Supervise budget administration and tracking. 18. Oversee unemployment Compensation Management and Hearings. 19. Monitor employee position controls and prepares staffing budgets and reports for the Board of Education. 20. Maintain employee attendance records, monitor same, provide biannual reports to the Board, and make recommendations for improvement as necessary. 21. Co-lead the District Insurance Committee. 22. Design, prepare, and publish the annual employee benefits booklet. 23. Maintain employee retirement benefits and ensure consistency and delivery of same per collective bargaining agreements, employee contracts, and handbook. 24. Create and maintain Faculty Handbook, and ensure timely posting of same. 25. Implement the Health Insurance Portability and Accountability Act (H.I.P.A.A.) 26. Coordinate and present the District Holiday Tea. 27. Develop, coordinate, and submit official school calendar (external) for Board and ISBE approval. 28. Perform other duties as may be assigned by the Superintendent.

Supervisory Responsibility This position manages all employees of the department and is responsible for the performance management of Human Resources staff that includes but is not limited to Benefits Administration, Human Resources Administration, Payroll setup, and Substitute Teacher placement administration.

Travel Other than travel to training, conferences, and recruitment fairs, there is no travel is expected for this position.
Required Education and Experience 1. Bachelor’s or Associate's degree in Business or Human Resources, Finance, Public Administration or a related field required. 2. Master's degree in Business or Human Resources, Finance, Public Administration or a related field. 3. Four (4) to ten (10) years related experience working in human resources with leadership experience. 4. Collective bargaining experience.
Preferred Education and Experience 1. Professional Human Resource certification: HRCI or SHRM. 2. Illinois Type 75 Administrative Certificate. 3. 3 – 5 years of successful classroom teaching experience. 4. 4 – 10 years of Building/District Office Administrative Experience.
