• MA Certification as Special Education Administrator;
• Master’s degree or higher;
• Broad background in Special Education;
• Minimum of five - ten years successful teaching experience;
• Minimum of three - five years successful administrative experience.

Job Description

TITLE: Director of Special Education/Pupil Personnel Services, Grades Pre K - 12

REPORTS TO: Superintendent of Schools

SUMMARY: Directs the pupil personnel services program of the district; ensures program integration with the other instructional departments; and ensures compliance with state and federal special education regulations.

RESPONSIBILITIES/DUTIES:
• Coordinate the development, implementation, and evaluation of the overall program for Pupil Services and ensures compliance with district goals and state and federal standards;
• Consult with staff, parents, and outside agencies such as DESE regarding special education students and programs offered;
• Plan, direct, and coordinate the delivery of special education in compliance with federal and state laws and regulations;
• Monitor the development and implementation of IEPs;
• Respond to parents regarding the evaluation and placement of their children;
• Discuss special education programs, personnel, and students with building administrators;
• Direct the placement of students with special needs in appropriate educational programs in accordance with accepted Individual Educational Plans;
• Provide the Superintendent and Assistant Superintendent of Business and Finance with regular updates on the changing variables in the budget;
• Assist in preparing, administering, and monitoring the Special Education budget, using the current Department of Elementary and Secondary Education (DESE) funding criteria including the development, submission, implementation, and monitoring of state, federal, and private grants that reflect the district’s needs and goals;
• Monitor staff caseloads and student progress. Evaluate and recommend for promotion any personnel serving in the student personnel area;
• Work with general education teachers, special education teachers, related service providers, and consulting staff to develop collaborative and inclusive programs that serve all children;
• Coordinate the Program Review process;
• Oversee coordination of Special Education transportation;
• Attend and participants in meetings of the Special Education Parent Advisory Committee, as needed;
• Participate in appropriate meetings with member collaborative;
• Assist in recruitment, selection, and recommendation for hiring of student personnel services;
• Ensure complete and cumulative individual records of all children receiving special services;
• Assist in the adaptation of school policies to include special education needs;
• Keep informed of all legal requirements governing special education;
• Plan staff in-service training activities;
• Interpret student records regulations;
• Coordinate health services;
• Oversee the administrative functions of student guidance and counseling;
• Regular attendance at School Committee meetings;
• Administer attendance for Medicaid reimbursement;
• Perform other duties as may be assigned by the Superintendent.

• Oversees or directly supervises employees in the Student Personnel Services Department which include, but are not limited to, the following positions:

  • ASD Specialists
  • SEL Specialists
  • Out of District Liaison
  • Consultants in Special Education services or programs

    • Responsible for the overall direction, coordination, and evaluation of these positions in cooperation with building principals and other administrators;
    • Carries out supervisory responsibilities in accordance with Marshfield Public Schools’ policies and applicable laws;
    • Interviewing, recommendation for hiring, and training employees; planning, assigning and directing work; addressing complaints, and resolving issues.

    QUALIFICATIONS:
    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required:

    • MA Certification as Special Education Administrator;
    • Master’s degree or higher;
    • Broad background in Special Education;
    • Minimum of five-ten years successful teaching experience;
    • Minimum of three-five years successful administrative experience.

    OTHER SKILLS/ABILITIES:
    • Demonstrate leadership ability and general knowledge of issues and problems in all disability areas of special education;
    • Solid understanding of special education, civil rights and 504 laws & regulations;
    • Ability to establish and maintain effective working relationships with students, staff and the community;
    • Ability to communicate clearly and concisely both in oral and written form using technology;
    • Ability to perform duties with awareness of all district requirements and Marshfield School Committee policies;
    • The position requires meeting deadlines with severe time constraints, interacting with the public and staff during regular or extended work hours.
